• Packaging retail volume sales declined sharply over 2011 in a similar pattern to 2010, with flexible packaging losing the most units, due to its position in cigarettes as both primary packaging (flexible paper soft pack) and as secondary packaging (outer flexible plastic wrap and inner flexible aluminium/paper sheet). Tobacco consumption itself decreased sharply in 2010 as confirmed by the Tobacco and Alcohol Market Regulatory Agency (TAPDK), and it was the case again over 2011. The decline reflects, to a good extent, the impact of the law banning smoking in all public venues, including all educational, health, commercial, social, cultural, sports and entertainment facilities, which went into full effect on July 2009. However, another key driver behind this decline is the parallel growth of tobacco smuggling.
PROSPECTS
• Retail volume sales of tobacco packaging are expected to experience further decline to 2015, although at a slower pace than over 2005-2010. One reason behind the slowdown in this decline is that the government announced that an action plan against tobacco smuggling is on its agenda over the forecast period. Whilst the exact outcome of this action plan will depend largely on what measures will be taken and how efficient they will be, this should benefit to a certain extent volume retail sales, as buyers of smuggled cigarettes will not be ready to decrease consumption and are anticipated to turn towards rather cheaper brands in the legal distribution channel.
